A. Background

Scope of work for Admin Assist E&S Officer in new 90 MW Solar Projects.

B. Scope of Works

1. Design and Planning Phase

Objective: Integrate E&S considerations into early-stage project planning to avoid or minimize potential impacts.

Key Responsibilities:

  • Baseline Studies:
    • Support in conducting Environmental Impact Assessment (EIA) and collecting baseline information to comply with IFC Performance Standard.
    • Support in conducting social impact assessment
    • Identify sensitive receptors, critical habitats, cultural heritage, and ecosystem services.
  • Regulatory Compliance:
    • Review applicable national laws, permitting requirements, and standards.
    • Support EIA/IEE submission, public hearings, and permit acquisition.
  • Stakeholder Engagement:
    • Map stakeholders (including indigenous groups).
    • Design inclusive consultation plans and a grievance redress mechanism.
  • Develop ESMS for the project
  • Implement LRP if required
  • Support the preparation and tracking of applications for permits, licenses, and government approvals, ensuring all records are well maintained.
  • Schedule, organize, and record minutes of stakeholder meetings, public consultations, and internal workshops.
  • Perform routine clerical duties, including filing of project documentation.
  • Manage daily correspondence (letters, emails, and notices), ensuring timely delivery and responses.
  • Maintain a register of incoming and outgoing documents.

2. Construction Phase

Objective: Ensure E&S compliance and performance during construction through active monitoring, training, and engagement.

Key Responsibilities:

  • E&S Induction and Training:
    • Conduct induction for contractors and workers on E&S and health & safety (H&S) obligations.
    • Build capacity on site-level grievance management and code of conduct.
  • Monitoring and Reporting:
    • Implement ESAP, track key E&S indicators (e.g., dust, noise, waste, labor influx).
    • Prepare and submit monthly/quarterly E&S monitoring reports.
  • Labor and Working Conditions:
    • Monitor contractor compliance with PS2: fair wages, safe working conditions, non-discrimination.
    • Ensure availability of occupational health and safety (OHS) measures and emergency response plans.
  • Community Health, Safety, and Security (CHSS):
    • Assess and mitigate risks to local communities due to construction activities.
    • Engage with local communities regularly to manage expectations and feedback.
  • Biodiversity and Cultural Heritage:
    • Implement Biodiversity Assessment if required
  • Grievance Mechanism:
    • Operate and update grievance mechanism for workers and communities.
    • Ensure grievances are logged, responded to, and closed in a timely manner.
  • Organize logistics for site inspections, audits, and stakeholder visits, including travel arrangements and permissions.
  • Keep contractor compliance records on labor standards, wage payments, and worker health & safety.
  • Maintain and replenish office supplies and consumables required for field and admin functions.
  • Maintain staff attendance records, leave records, and support HR documentation.

2. Operation Phase

Objective: Ensure the solar plant operates with minimal adverse impact on the environment and community, while complying with ESG obligations.

Key Responsibilities:

  • E&S Monitoring and Compliance:
    • Monitor air quality, water use, noise levels, waste management, and biodiversity conservation.
    • Conduct any studies as required by ESAP
  • Stakeholder Engagement and Reporting:
    • Maintain regular engagement with local communities and authorities.
    • Prepare annual ESG reports for lenders, investors, and regulators.
  • Ongoing Grievance Management:
    • Maintain an accessible and responsive grievance mechanism.
    • Analyze trends and feed into continuous improvement measures.
  • Capacity Building and Local Benefits:
    • Support local employment and skills development initiatives.
    • Ensure fair treatment of workers and local benefit-sharing (e.g., CSR projects).
  • Emergency Response and H&S Oversight:
    • Ensure that Emergency Preparedness and Response Plan (EPRP) is active and drills are conducted.
    • Regularly assess and improve occupational health and safety performance.
  • Facilitate periodic document audits, ensuring records are ready for regulatory and lender checks.
  • Manage office stationery and IT equipment inventories.
  • Support preparation of presentations, investor briefings, and periodic board materials.
  • Provide routine support including courier dispatch, digital file backups, maintaining hard copy archives, and ensuring meeting rooms are ready and maintained.
